Massive October 2025 BTO Launch: 9,060 Flats Planned Across 10 Projects in 8 Towns

Singapore's October 2025 BTO launch will shock first-time buyers with 9,060 new flats across prime locations including the coveted Greater Southern Waterfront. Stricter resale conditions may apply to select projects.

How significant will the October 2025 Build-To-Order launch prove for Singapore’s public housing landscape, given its unprecedented scale and strategic positioning across prime locations? The Housing and Development Board will release approximately 9,900 flats across 10 projects spanning eight towns, representing the largest BTO launch of 2025 and matching the combined scale of both February and July launches.

This extensive release encompasses projects in Ang Mo Kio, Bedok, Bishan, Bukit Merah, Jurong East, Sengkang, Toa Payoh, and Yishun, with multiple flat configurations including 2-room Flexi, 3-room, 4-room, and selected 5-room units distributed according to demographic requirements and location-specific demands. The launch notably excludes any concurrent Sale of Balance Flats exercise, focusing exclusively on new BTO offerings.

The October 2025 BTO launch spans eight towns with diverse flat configurations, exclusively offering new developments without concurrent balance flat sales.

Two landmark debuts distinguish this launch from previous releases, marking the first public housing developments at Mount Pleasant and Greater Southern Waterfront‘s Keppel Club site. Mount Pleasant introduces a new city-fringe mature housing option, while Greater Southern Waterfront delivers approximately 1,000 flats featuring proximity to urban centers, waterfront access, and comprehensive lifestyle amenities.

These premier locations complement major projects in Ang Mo Kio and Toa Payoh, each comprising approximately 1,420 units. The strategic distribution addresses escalating demand in mature estates while establishing footholds in previously undeveloped prime city-edge territories, aligning with government objectives to provide affordable, accessible public housing across diverse demographic segments.

Projects emphasize proximity to MRT connectivity and educational institutions, particularly for the larger developments. Classification expectations suggest most projects will receive “Standard” designation for affordability and conventional selection processes, though select locations in premium zones, including Greater Southern Waterfront and Mount Pleasant, anticipate “Plus” project status with corresponding stricter resale conditions and ownership regulations. Successful applicants for these Plus projects may face extended Minimum Occupation Period requirements before gaining full property rights including the ability to sell on the open market.

The Ang Mo Kio project likely maintains “Standard” classification despite its substantial size due to its relative distance from key urban amenities. This launch presents a strategic opportunity for unsuccessful applicants from the July 2025 BTO to secure alternative housing options. Bishan’s mature estate status may result in Plus classification due to proximity to prestigious educational institutions and comprehensive town amenities. This October launch constitutes the final component of the government’s commitment to deliver 19,600 BTO flats throughout 2025 across three major releases.

Addressing sustained market demand while expanding public housing options into strategically significant urban precincts.
